Arguments in Favour of an Emissions Trading Scheme
In light of the Australian government's and the conservative opposition's disagreements on the ETS, in this and the next news item we'll discuss arguments advanced for and against an ETS. In this news report, Nav Brah, NCSI's Environment and Sustainability Services Manager reflects on arguments advanced in favour of an ETS which were presented in a recent report prepared for the UK government titled "Global Carbon Trading - A framework for reducing emissions" by MP Mark Lazarowicz. The report makes clear that a global system for carbon trading is essential for countries to avoidand reduce climate change and without it the costs of climate action will be higher.

This week China announced its intention to cut greenhouse gas emissions per unit of GDP by 40-45 per cent by 2020. However, according to Nav Brah, Manager Environment and Sustainability Services at NCSI “China’s proposal will not reduce its emissions footprint as its economy is projected to double in size by 2020 at current growth rates and its emissions will therefore be considerably higher even if it meets its target top reduce its emissions intensity per unit GDP”. The US this week pledged to cut its emissions by 17 per cent relative to its 2005 levels by 2020. These decisions underscore the relatively high level of commitment the Chinese and the US proposals will show at the Copenhagen summit in two weeks.

Read More...France's new carbon tax may impact Australian export industries
France is the largest economy set to introduce a new carbon tax on oil, gas and coal consumption by households and businesses to help fight global warming. At the G20 summit in New York last week, French President , Nicolas Sarkozy called for a national "carbon tax" on global-warming pollutants and a European levy on imports from countries outside the Kyoto Protocol. Any such carbon tax, if adopted by the EU, is likely to adversely affect exports from Australia to Europe. The French carbon tax of around $30 is likely to take effect in 2010.

Two weeks ago India’s environment minister, Jairem Ramesh, challenged the developed world to call his country’s bluff by offering more substantial emissions’ cuts. Now Japan's new incoming Prime Minister, Mr Hatoyama, pledged to cut emissions by 25 per cent from 1990 levels by 2020. "This sets developed economies a very high ambition level", says Nav Brah of NCS International. Japan's previous government only committed to an 8 per cent cut. Japan's leadership on climate action, despite the current weakness in its economy, is a welcome move from the world’s second-largest economy.

The Government's Green Building Fund aims to reduce the impact of Australia’s built environment on greenhouse gas emissions by reducing energy consumed in the operation of commercial office buildings. The program provides $90 million in grant funds across four years, from 2009 to 2012. Grants ranging from $50,000 to $500,000 are available for up to 50% of project costs.
